If you want to apply for the Quebec Skilled Worker Visa, you must first submit your profile in the Quebec Expression of Interest Bank.
As opposed to the Express Entry program, the Quebec Skilled Worker Visa will require you to live and work in Quebec for a certain period of time before relocating anywhere in Canada.

- National Occupational Classification list
To qualify for visa application, your skills must be in the National Occupational Classification list. Also, you should have an offer letter from a Canadian company. - Educational Credential Assessment
