5. Carlisle
The border city of Carlisle is in Cumbria and it is also the administrative centre of the City of Carlisle district which is in North West England. This is where the Petteril, Caldew and Eden rivers come together and this is very close to the Scottish border. Carlisle is actually the largest settlement in the county of Cumbria. The village of Cleator is in the English county of Cumbria. It is also lying within the boundaries of the historic county of Cumberland.
